How will you contribute?

As the Senior Advisor, Investigations and Risk Management, you will lead and conduct the Senate's most complex and sensitive investigations, threat assessments and security-risk reviews. You will investigate security incidents, threats, workplace violence concerns, suspected misconduct, unauthorized disclosures, insider-risk concerns and other matters affecting senators, employees, facilities, information, assets and parliamentary operations.

You will develop investigative strategies, conduct interviews, assess evidence, analyze complex information and prepare findings, recommendations and briefings for senior management and other authorized decision-makers. You will also conduct threat and risk assessments involving individuals, residences, facilities, travel, events and Senate operations, providing practical and proportionate recommendations to mitigate identified risks.

Working closely with police, intelligence, security and parliamentary partners, you will support investigations, travel security, threat management and institutional risk-management activities. You will provide expert advice to senators, senior officials and management and contribute to the continuous improvement of investigative practices, threat-assessment methodologies, security-risk management processes and professional standards within the Corporate Security Directorate.

The successful candidate will provide senior investigative, security-risk and threat-assessment advice to management, senators' offices and other authorized stakeholders.

The general public to staff one (1) indeterminate full-time positions in the Corporate Security Directorate.

This selection process may be used to staff determinate or indeterminate positions at the same level with similar requirements.

Prerequisites

• Successful completion of a postsecondary education in a relevant security-related field such as risk and security studies, public safety, policing or protective services and/or an acceptable combination of education, training and experience;
• Significant experience leading and conducting complex, sensitive or high-profile administrative or security investigations;
• Significant experience conducting threat and risk assessments and developing practical mitigation strategies;
• Experience conducting investigative interviews, security interviews, Resolution of Doubt assessments or similar fact-finding activities;
• Experience preparing investigation reports, risk assessments, executive briefings and recommendations for senior decision-makers;
• Experience integrating information from investigations, intelligence sources, incident reporting and partner information into defensible security-risk assessments;
• Experience establishing and maintaining relationships with police, intelligence, security or government partners;
• Experience supporting domestic or international travel-security activities would be considered an asset;
• Experience developing or improving investigative standards, threat-assessment methodologies, procedures or professional practices would be considered an asset;
• Knowledge of threat assessment, threat management and security-risk management methodologies;
• Knowledge of investigative planning, interviewing, evidence assessment and credibility analysis;
• Knowledge of threats affecting parliamentary institutions, including workplace violence, harassment, insider threats, foreign interference, violent extremism and other emerging security concerns;
• Knowledge of security, intelligence, law-enforcement and parliamentary partner mandates and authorities;
• Possess excellent communications skills both orally and in writing in order to prepare and deliver reports and presentations to senior officials including drafting & presenting investigative reports and security briefings;
• Knowledge of the provisions of security-related acts and regulations, federal and provincial statutes, and criminal and civil law;
• Possess an in-depth understanding of domestic and international travel risks with experience developing strategies and threat and risk assessments to support the safe realization of travel;
• Have excellent interpersonal skills with proven experience in developing strong, mutually benefiting relationships with people in the security community;
• Experience working in a parliamentary, legislative, government, intelligence or security environment would be considered a strong asset.

Operational Requirements

• Willing and able to travel domestically and abroad when required with very little notice;
• Willing and able to work long and/or irregular hours when required;
• Will be required to be on call and on standby rotation.
