JOB SUMMARY

Special Constables serving with the City of Ottawa Transit Services are appointed by the Ottawa Police Services Board, with approval from the Minister of Community Safety and Correctional Services, in accordance with the Community Safety and Policing Act, 2019.

Upon appointment, Special Constables are designated as Peace Officers, as defined under Section 2 of the Criminal Code of Canada, and are granted the legal authority to enforce federal, provincial, and municipal laws within the scope of their duties.

You are responsible for ensuring the safety and security of passengers, employees, Transit Services property, vehicles, and the general public.

Work is performed in accordance with relevant federal, provincial and municipal legislation, policies, procedures and guidelines including but not limited to: Criminal Code of Canada, Community Safety and Policing Act, 2024 Provincial Offences Act, Trespass to Property Act, and applicable municipal bylaws.

EDUCATION AND EXPERIENCE

Completion of a 2-year community college Police Foundations or Law and Security Certificate.

Minimum of 2 years of law enforcement experience which may include security, policing and corrections. Related experience in dealing with people and enforcement procedures may be considered as alternate relevant experience.

CERTIFICATIONS AND LICENCES

• Current Standard First Aid, CPR and/or AED certificates
• Valid Ontario unrestricted class G driver's licence (or provincial equivalent)
• Enhanced reliability clearance including fingerprinting, credit check, interviews, investigations and background reference checks

KNOWLEDGE

Good knowledge of security or law enforcement operations, as well as the duties of a Special Constable with Peace Officer authority, including the use/application of the Criminal Code of Canada, Controlled Drugs and Substances Act, Trespass to Property Act, Provincial Offences Act, Liquor Licence Control Act, Safe Streets Act, Mental Health Act, Cannabis Control Act, Child, Youth and Family Services Act, Smoke Free Ontario Act, Courts of Justice Act, MFIPPA, and the City of Ottawa Transit By-law, 2007-268 as amended

Policies and procedures affecting Transit operations including standard operating procedures and emergency standing orders

Court processes and procedures

Investigative and evidence gathering techniques

Crowd control and emergency response techniques

Dispute resolution techniques

Personal and physical security methods as well as security equipment

Knowledge of applicable health and safety legislation, including the rights and duties of workers.

COMPETENCIES, SKILLS AND ABILITIES

• Strong and effective interpersonal, written and verbal communications skills; and the ability to be diplomatic, tactful, patient and courteous while providing a high level of customer service
• Strong situational assessment, analytical, problem solving and decision making skills, including the ability to apply these skills in stressful, challenging and potentially dangerous situations
• Knowledge of de-escalation strategies
• Working knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, etc.), Sharepoint and the Internet
• Able to build and maintain relationships within the community, with stakeholders and other agencies
• Solid administrative and organizational skills to prioritize and complete planned/unplanned duties including investigations, patrol, enforcement activities, incident/emergency response, criminal/internal investigations, etc.
• Be of good moral character and habits
• Possess cultural awareness, value diversity and be sensitive to others
• Work independently, with minimal supervision, and collaboratively with peers and managers as part of a team
• Able to be available for unplanned overtime, work a variety of scheduled shifts, including split shifts, weekends and evenings

WHAT YOU NEED TO KNOW

Various language requirements: English only, French only OR Bilingual competencies. Some positions require English oral, reading, and writing. Some positions required French oral, reading and writing.

Police Record Check: The successful candidate will be required to complete an Enhanced Reliability Clearance to the City of Ottawa's satisfaction.

Driver's License Requirement: A valid Ontario unrestricted G class driver's license (or provincial equivalent) with no more than 6 demerit points accumulated.

Meet eligibility requirements for appointment as a Special Constable, which are:

• Canadian Citizen or permanent resident of Canada
• Lawfully eligible to work in Canada
• At least 18 years of age
• Not been convicted of a criminal offence or been convicted of an offence for which a pardon has been granted.

Proof of valid Standard First Aid Certificate and valid CPR-Level C

Must learn, meet and maintain Transit Special Constable Services standard in the use of oleoresin capsicum (OC) spray, baton and the use of force continuum

Candidates will be required to undergo physical fitness testing with the Transit Special Constable Recruiters. Candidates will be required to successfully complete the Ontario Police Fitness PIN test.

Candidates will also be required to undergo other investigations/checks to include:

• Fingerprinting
• Driver's licence history
• Credit check
• Background reference check
• Written MMPI
• Interview with Psychologist

Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
