Program Manager, Regulatory & Compliance, Quality Control & Assurance

JOB SUMMARY

The mandate of the Safety, Compliance, Training and Development Service is to provide training and development, safety and compliance, and quality and continuous improvement of bus, para transit and light rail services. Services and programs include appropriate safety and job training for transit employees, and the compliance, development and implementation of safety standards to protect the general public.

You are responsible for continuous monitoring and active involvement with the regulatory oversight, continuous improvement, and quality assurance. You oversee the Regulatory and Compliance and Quality Control and Assurance components of the branch. This role is not limited to LRT functions but is responsible for all frameworks that instill safe cultures and governance to the transit system.

EDUCATION AND EXPERIENCE

Completion of 3 year diploma or degree from an accredited college or university.

Minimum of 5-10 years of experience including but not limited to:

• Regulations and regulatory compliance
• Audits, quality control, and quality assurance
• Rail
• Transit

KNOWLEDGE

• Effective presentation skills
• Able to act strategically to balance big-picture concerns with day-to-day activities and stay informed about regulatory changes, industry practices and new developments.
• Able to build support by leveraging contacts, giving compelling reasons and responding effectively to positions of others.
• Regulatory/Political process knowledge and ability to navigate Canadian codes/standards and Federal regulations.
• Demonstrated ability in exercising good judgement in all elements of organizational dynamics
• Familiarity with basic business management principles, including industry analytics/metrics, accounting, budgeting, resource allocations, and project management
• Demonstrated commitment to continuous professional development
• Demonstrated critical thinking and analytical skills
• Effective interpersonal and communication skills
• Proficiency with basic business software applications (MS Office – Word, Excel, PowerPoint, Outlook, SAP)
• General knowledge of the City of Ottawa and of corporate and departmental policies and procedures
• Contract document preparation, the tendering process and supervision of field services
• Supervisory experience and motivational techniques. Working knowledge of corporate human resource policies, practices and collective agreements related to managing in a unionized environment, including hiring, dismissal, performance management and the grievance procedure
• Financial management practices and budget processes
• Methods used to deal with the media in a professional manner
• Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
