About the position Reporting to the Head, Contracts, Procurement & Risk Management, the highly organized and detail-oriented Procurement Documentation Specialist will play a key role in supporting a large portfolio of procurement projects by developing high-quality procurement documentation, with a primary focus on drafting and reviewing Scopes of Work (SOWs), technical specifications, and related solicitation documents. Working closely with project managers, technical and subject-matter experts, and stakeholders from across the Museum, the Procurement Documentation Specialist will gather business and technical requirements, and translate them into clear, complete, and competitive procurement documents compliant with Museum policies and suitable for public tendering. This position is ideal for someone with exceptional technical writing skills, strong analytical abilities, excellent collaboration, and experience preparing procurement and/or contract documentation within a public sector, consulting, museum, educational, research, facilities, construction, IT, or similar environment. Key Responsibilities – Scope Development & Procurement Support: Consult with project managers and technical and subject matter experts to understand operational, technical, and business requirements. Develop comprehensive Scopes of Work, specifications, statements of requirements, and technical documentation for competitive procurement processes. Translate stakeholder needs into clear, measurable, and accessible procurement requirements. Define project deliverables, milestones, performance expectations, acceptance criteria, and contractor responsibilities. Suggest proposal requirements and develop evaluation criteria Review and revise existing SOWs and similar procurement documentation, to improve clarity, consistency, completeness, and quality. Identify gaps, ambiguities, inconsistencies, and procurement risks within project documentation and recommend improvements. Ensure documentation aligns with procurement best practices and supports fair, open, and transparent competitive processes. Develop and maintain standardized SOW templates, language, and documentation. Subject to operational requirements, the Procurement Documentation Specialist may also: Assist with the preparation of Requests for Proposal (RFPs), Invitations to Quotes (ITQs), and other solicitation documents. Review procurement documentation for consistency and completeness. Participate in project planning meetings and procurement strategy discussions. Assist in developing procurement templates, guides, and standard documentation. Perform other procurement-related duties as assigned. Candidates must be legally entitled to work in Canada. Education and training: Postsecondary education in procurement, business administration, engineering, architecture, construction management, technical communications, project management, or a related discipline, or an equivalent combination of education, training and experience. Language requirements: English and French are essential. Bilingualism imperative – Second language profile: CBC Experience, knowledge, skills and competencies: Demonstrated experience developing technical documentation, specifications, Scopes of Work, or procurement documents. Experience gathering requirements from multiple stakeholders. Experience in the following areas will be considered an asset: Public sector procurement. Government, Crown corporation, municipal, healthcare, university, or broader public sector environments. Construction, facilities management, engineering, IT, museum operations, exhibits, conservation, or professional services procurement. Competitive bidding and solicitation development. Procurement legislation, trade agreements, and procurement best practices. Procurement software or electronic bidding platforms. Excellent technical writing, editing, and proofreading skills. Strong analytical and critical thinking abilities. Ability to organize and manage multiple concurrent projects while meeting deadlines. Excellent written and oral communication and interpersonal skills. Advanced proficiency with Microsoft Office, particularly Word. Exceptional attention to detail. Strong organizational and time management skills. Ability to synthesize complex technical information into clear, concise documentation. Sound judgment and problem-solving abilities. Strong collaboration and stakeholder engagement skills. Ability to work independently while managing competing priorities.
