Director, RPAS Traffic Management

Job Summary

NAV CANADA is seeking an accomplished and strategic leader to advance the future of RPAS Traffic Management (RTM) in Canada. As Director, RPAS Traffic Management, you will be responsible for defining and executing NAV CANADA's RTM strategy, guiding the evolution of RTM capabilities, services, and operations while ensuring alignment with the organization's mission, safety objectives, and long-term business priorities.

In this role, you will lead a multidisciplinary team responsible for RTM strategy, operations, safety, product management, and stakeholder engagement. You will work closely with Transport Canada, industry partners, regulators, international aviation organizations, and other air navigation service providers to shape the future of RPAS integration into Canada's airspace.

The Director acts as NAV CANADA's senior leader and advocate for RTM, driving innovation while balancing operational realities, safety requirements, regulatory obligations, and business objectives. This role is instrumental in positioning NAV CANADA to support the continued growth of remotely piloted aviation, future advanced air mobility operations, and the safe integration of emerging airspace users.

Responsibilities

Strategic Leadership

• Define and implement NAV CANADA's RTM strategy, roadmap, and long-term vision
• Align RTM initiatives with company strategy, operational priorities, safety objectives, and investment plans
• Advise senior management on industry developments, opportunities, risks, and emerging technologies affecting RTM and future air operations

Industry and Regulatory Leadership

• Establish strong relationships with Transport Canada, federal agencies, airport authorities, industry associations, operators, manufacturers, and international stakeholders
• Influence national and international policies, regulatory frameworks, standards, and best practices related to RPAS operations and traffic management
• Represent NAV CANADA in key forums and collaborative initiatives to advance RPAS and their future integration into airspace

Safety and Operational Oversight

• Lead RPAS safety initiatives and risk management activities within NAV CANADA
• Oversee identification, assessment, mitigation, and monitoring of risks related to RPAS integration into Canadian airspace
• Oversee national RPAS operations, operational readiness, procedures, training methods, testing, and new use cases

Product and Service Leadership

• Oversee the portfolio of RTM capabilities, products, services, and operational programs
• Drive development and evolution of digital services for RPAS operators and other airspace users
• Guide product strategy, roadmaps, business cases, investment priorities, service performance, and long-term sustainability

Organizational and Business Leadership

• Lead the evolution of NAV CANADA's RTM business model and related partnerships
• Ensure effective governance, accountability, prioritization, and performance management across RTM initiatives and programs
• Foster innovation, collaboration, continuous improvement, and operational excellence

Human Resources Leadership

• Lead and develop a high-performing, multidisciplinary team
• Foster accountability, engagement, professional development, and innovation
• Build organizational capabilities, develop future leaders, and support succession planning for key positions

Qualifications

Education and Knowledge

• Bachelor's or Master's degree in Engineering (or equivalent), Computer Science, or related field
• In-depth knowledge of RPAS, Uncrewed Aircraft Systems Management (UTM), and RTM domains, including latest industry developments, operational concepts, and emerging technologies
• Knowledge of Canadian aviation legislation, regulatory frameworks, and RPAS-related operations
• Knowledge of air navigation services, air traffic management, and air operations
• Knowledge of safety management principles, operational risk management, and regulatory compliance
• Knowledge of product management, service delivery, and digital service development
• Knowledge of program and portfolio management principles and practices

Experience

• More than ten (10) years in management roles with increasing responsibilities in aviation, transportation, technology, defense, or other regulated sectors with similar complexity
• Experience developing strategies and leading organizational transformation or business growth initiatives
• Experience developing or adapting business models, service models, partnerships, or financing strategies in an emerging or regulated sector
• Experience influencing key stakeholders and building partnerships with industry organizations, regulatory bodies, and government entities
• Experience leading multidisciplinary teams and delivering results in complex stakeholder environments
• Experience overseeing large-scale programs, products, services, or operational functions
• Experience developing business cases, investment strategies, and long-term action plans
• Experience in aviation, Air Navigation Service Providers (ANSP), RPAS, UTM, RTM, aerospace, or related sectors is considered a major asset
