"Engineer" covers two legally distinct realities here. Some roles require a licence from the professional regulator; others simply borrow the title by convention, software most of all.

When the licence actually matters

In Ontario the title and the practice of engineering are regulated by Professional Engineers Ontario. A civil, structural, mechanical or electrical role that involves sealing drawings requires the licence, and no amount of experience substitutes for it.

On the Quebec side the profession is regulated by the Ordre des ingénieurs du Québec. The two bodies are separate: a licence on one side of the river does not automatically let you practise on the other, even though mobility agreements exist.

"Software engineer" is a different job

A good share of the postings containing "engineer" in this region are software development roles where the licence is neither required nor relevant. You can spot them by the technology stack in the ad.

If you want regulated engineering, filter on the discipline rather than the word; if you want software, the region's tech page is a more direct route.

Who hires

The large consulting engineering firms all keep an office here and staff municipal, provincial and federal mandates. The City of Ottawa hires directly for infrastructure, water and transit.

Add the Kanata corridor employers in electrical engineering and telecom hardware, plus defence suppliers, where a security clearance is almost always stacked on top of the technical requirements.
